Resilience of Health Care Systems is a knowledge and co-operation community founded in Latvia, providing a forum for dialogue and development of ideas between health care, security and defence sector representatives across the Baltic Sea region.
Goals and vision
Goals:
To support the sustainability and resilience of a people-oriented, all-encompassing and integrated health care system.
To foster preparedness and resilience in the general health care and pharmaceutical sectors, enhancing response capabilities as part of the country’s national security system and critical infrastructure, pursuing a purpose of ensuring the stable and continuous availability of services to the public.
The nine Think Tank founders bring diverse professional expertise from the fields of health care, defence and education, jointly working on developing innovations and strategic solutions for the benefit of society.
Vision:
The health care and pharmaceutical sectors are crucial elements of national security and critical infrastructure, ensuring the security and sustainability of society. By nurturing inter-sectoral cooperation with experts, NGOs, the private sector and the public, the Think Tank promotes research, participation, and knowledge transfer. The organisation develops thematic clusters, and devises methodologies and training materials to strengthen the resilience of the health care system and ensure its sustainability in Latvia, the Baltic Sea region and internationally.

Ilze Bērziņa
Board Member, think tank founder,
Rīga Stradiņš University Social Sciences Faculty lecturer, lawyer and human rights expert
A human rights expert and lecturer with over 20 years of experience in academia and international projects. A defender of human rights, who has led and implemented major projects in the realm of domestic security, especially in connection with matters related to crime prevention, interdisciplinary cooperation and victim defence.

Sanda Zilberta
Chair of the Board, think tank founder/initiator, public activist and strategic communication expert.
With extensive experience in public activism, initiatives and strategic communication, she has practised public diplomacy for over 25 years. Actively involved in the initiation and propagation of publicly significant debates, promoting inter-sectoral dialogue and public participation to resolve important issues nationally.

Kristīne Jučkoviča
Board Member, think tank founder.
Management professional with experience in business and public administration structures, expert in the health care NGO sector, opinion leader, educator, and writer.
An advocate of the systemic improvement of health care and its component, pharmaceutical care (and its improved service quality and availability) and health literacy, and leader of the Latvian Pharmaceutical Care Association.
Her debut novel ‘Don’t Say Yes or No,’ was published in 2024.

Evija Ansonska
Think tank founder,
Advisor to the Rector of the University of Latvia in Strategic Communication Matters, political scientist
She has over 20 years of experience in higher education and science communication, including medical education development and the improvement of communication in health care systems. Additionally, she possesses unique experience in brand and reputation management, image building and product marketing, alongside strategic consultations and crisis communication management.

Liene Cipule
Think tank founder,
Emergency Medical Service (NMPD) Director
A high-level health care manager, expert and opinion leader. Her work is closely linked to planning and coordination of the catastrophe medicine system. She has held senior positions in public administration and business, as well as being a former Health Ministry Parliamentary Secretary.

Raina Dūrēja - Dombrovska
Think tank founder,
C.E.O. – Latvian Association of Pharmaceutical Manufacturers, business trainer and leadership coach
Pharmaceutical industry and business management expert with over 20 years of experience in industry policymaking, business association strategic management and leadership development. As current C.E.O. of the Latvian Association of Pharmaceutical Manufacturers, she is leading the development of the pharmaceutical industry’s development strategy, and working on matters related to the improvement of the industry’s regulatory framework and development.

Zane Dzirkale
Think tank founder,
University of Latvia Medicine and Life Sciences Faculty Associated Professor
Dr. pharm., Associated Professor in Pharmacology at the LU Faculty of Medicine and Life Sciences, and Director of the Pharmacy study programme. Her research interests are linked to health literacy, rational pharmacotherapy and pharmaceutical care matters. She is actively involved in the further education of pharmacy specialists, as well as educating the public about the rational use of medicines.

Biruta Kleina
Think tank founder,
Ministry of Defence Provisioning and Defence Investment Policy Department Defence Advisor
A security and defence expert with an overarching competence of the health and security and relevant national and EU policies. She uses her knowledge by creating a unique perspective, evaluating health care opportunities and challenges through the prism of defence and security.

Andrejs Petrovs
Think tank founder,
Latvian Transatlantic Organisation Youth Section Project Manager
A publicly active professional, who specialises in security and resilience, and works in the non-governmental sector. He manages projects focusing on public safety, crisis situation management and providing help to the public. In 2023, he worked for the Red Cross as a volunteer in Kherson Oblast, Ukraine.

Kristaps Jaudzems
Dean of the Faculty of Medicine and Life Sciences, University of Latvia
A distinguished leader in the fields of higher education and scientific research, with recognized expertise in the development of pharmaceuticals and biomaterials, as well as in biomedical research. Possesses substantial experience in securing and managing international research projects and in the commercialization of scientific outcomes. A resolute agent of change, guided by a strategic vision for advancing science and higher education. A dedicated enthusiast of endurance sports, who upholds excellence as a core principle in both professional endeavors and personal development.
